Abstract

Basic functions of management of healthcare delivery system are presented. The role of Ministry of Health (MOH) before start of health reform is studied. Appearance of new centers of power in the field of healthcare management is observed, one of them - National Health Insurance Fund (NHIF). Part of overdeveloped managerial functions of NHIF is studied. Some proposals for bettering the balance between the two main centers of power - MOH and NHIF are presented. The conclusion is that basic responsibility for improvement of the health status and for organization of the healthcare delivery system must be assigned to MOH.
